E-IB: Integration Broker Always Processes Message Queues with the Largest Number of Messages (Doc ID 2847023.1)

Symptoms

Integration Broker always process message queues with the greatest number of messages.

The issue can be reproduced at will with the following steps:
1. Login to PIA.
2. Navigate to PeopleTools>Security>Permissions and Roles > Run Dynamic Role Rules.
3. Navigate to the IB Service Operation Monitor at PeopleTools>Integration Broker>Service Operation Monitor>Asynchronous Service Operation. Observe that messages in ROLESYNCHEXT_CHANNEL queue are processed and messages in other queues are not processed.
