While Editing an ePro Requisition the Budget Check Status Field is Missing

Symptoms
After saving a requisition, then running budget check, the page doesn't show the budget status. This is true even if you exit and return to edit the Req.
The issue can be reproduced at will with the following steps:
1. Navigate to Manage Requisitions (Menu > eProcurement > Manage Requisitions)
2. Search for a requisition that has a valid budget status
3. Select Edit then Go
4. The Budget Checking Status field is not present
