E-ADS: Viewing Unified Compare Reports in Target Database Failed With "Fetching array element 130: index is not in range 1 to 129. (180,252)" (Doc ID 2848193.1)

Symptoms

When applying an update, at the step "Reviewing the Unified Compares (8.57 and Above)", when attempting to view the Unified Compare Report, after clicking on the report UPDATETOPI41, the following failure occurs:

The issue can be reproduced at will with the following steps:

1. Apply a change package created from a PeopleSoft Image.
2. Run the below steps to successful completion:
    i. Running CP Compare Reports (8.57 and Above).
    ii. Comparing ADS MO Project From File.
    ii. Defining the Unified Compare Review.
3. At the step "Reviewing the Unified Compares (8.57 and Above)", navigate to view the unified compare report using the navigation below:
    PeopleTools > Lifecycle Tools > ADS-MO Unified Compare Review > search for the project UPDATETOPI41, click on the project.
