SCC_TM_ASIGN Activity Guide Assignment Performance Issue on PUM 20 (Doc ID 2848283.1)

Symptoms

Performance issue with SCC_TM_ASIGN when assigning Activity Guide takes much longer in PUM 20 than in PUM 19.

In PUM 19, assigning an Activity Guide with 6 steps to 29K instances takes 9-10 hours while in PUM 20, it is over 30 hours.

Steps to reproduce the issue:

  1. Assign an Activity Guide to thousands of people/instances
  2. Monitor SCC_TM_ASIGN AE process -- see how long it takes to completion
