E-AWE: Users Receiving Blank Approval Notification Emails in FSCM PUM Image 42/PT 8.59

Symptoms
The sample site is on FSCM 9.2 PUM Image 42. When a voucher is approved, users receive two email notifications. One has the appropriate and expected subject and body, but the other one is empty.
The issue can be reproduced at will with the following steps:
1) Review the Voucher Approval Process setup with Notification Name(FAP).
2) Review the Notification Administration Global Settings for FAP and ensure Email and In-App options were "Enabled".
3) Ensure email addresses are active on User Profile.
4) Log in as DEMO user MGR3, and approve a sample approval request such as US001/00000180.
5) Check requester's Mailbox for notifications. One is empty and the other has content.
