Getting Error: 'You are not authorized to change the Supplier' When User Profile id Type is Different Than 'Employee' (Doc ID 2849217.1)

Symptoms

Getting error 'You are not authorized to change the Supplier'  when user profile id type is different than 'Employee'


ERROR:


The issue can be reproduced at will with the following steps:

1. Setup: Make sure that all Id Type are different than 'Employee'. Navigation: Menu > PeopleTools > Security > User Profiles > User Profiles. Profile Id: VP3. 
2. Go to Initiate Supplier Change page. Menu > Suppliers > Supplier Change Request > Initiate Supplier Change
3. Getting the error: "You are not authorized to change the Supplier"
