E-PHC: Health Center Alerts Setup Issues

Symptoms
After following PeopleBooks to set up Health Center Alert, it is not showing alerts on PIA. Issues seen in this case are as follows:
1. Trying to save the Alerts page without entering domain details.
2. Missing required Push notification configuration.
3. Missing SSL setup on all fronts (along with Load Balancer, it needs to be completed at webserver level).
4. Alerts sent by Logstash not seen in PIA notifications (even when sending test alerts were successful for alerts from browser and sending alerts using LOGSTASH_HOME/pt/bin/sendAlerts.sh were successful).
Sometimes sending alerts from Logstash failed with the message 'java.lang.Exception: failed to get JSON Response. Unexpected end of file from server'.
