Symptoms
Individuals retiring on 12/1 got multiple termination records for Health Benefits from the Retirement and Open Enrollment Events.
Steps to reproduce the issue:
1. Process the retirement Event for these individuals (Navigation: Benefits > Manage Automated Enrollment > Events > On-Demand Event Maintenance).
2. Process Open Enrollment Event for these individuals (Navigation: Benefits > Manage Automated Enrollment > Events > On-Demand Event Maintenance)..
