E-UPG: PeopleTools 8.58+ Upgrade Data Conversion Fails: "Insert of document schema failed for package ASF_SERVICE, schema EOCB_GETMSGCATLOG" (Doc ID 2851042.1)

Symptoms

When attempting to perform a PeopleTools upgrade from version 8.57 to 8.59, the following error occurs. The error can be found in the PTUPGCONVERT_84841_out.log file for the Data Conversion step.

 

 

The issue can be reproduced at will with the following steps:
1. Run PeopleTools Upgrade job in Change Assistant to upgrade from 8.57 to 8.59
2. Error occurs on upgrade data conversion for ASF_SERVICE package.
