Administrator Cannot Access Detail Benefits Pages from the Benefit Summary Page (Doc ID 2851082.1)

Symptoms

When accessing the Benefit Summary page using classic navigation, an administrator is unable to access the detail page for applicable benefits when selecting the applicable card. The cursor spins for 2 seconds then stops but nothing new happens.

Steps to reproduce the issue:

     1. Navigate to Benefits > Review Benefits > Benefits Summary.
     2. Select the Medical tile.
