EPY: PAY035 Erroneously Producing 'No active Job record for an Earnings Begin Date' Message After Tax Update 22-A

Symptoms
In Tax Update 22-A, this bug fix was included per the Tax Update notes:
32615878 - NEW ERROR MESSAGE WHEN EARNINGS BEGIN DATE IS EARLIER THAN HIRE DATE PAY035.SQR produces the Precalculation Audit Report. Patch 32615878 modifies the program to issue a new message when Earnings Begin Date is prior to Employee Hire Date: “No active Job record for an Earnings Begin Date.”
However, several employees show up on this report now that have nothing wrong in their data. They simply had a Job row change during the pay period (not a Hire row). But they are active, and they were active prior to the Pay Period.
