PRWORA - New Hire Report Includes Terminated Employees

Symptoms
New Hire Report PRWORA includes Terminated Employees. These employees have a Hire record on Job Data page but they never started work so they were terminated. The report should include new hires or rehires only.
The issue can be reproduced at will with the following steps:
1. Go to Main Menu > Workforce Administration >Job Information >Job Data and terminate an employee on 07/29/2021
2. Go to Main Menu > Workforce Monitoring > Meet Regulatory Requirements > Regulatory Reports > PRWORA- Newhire
Run PER036 SQR Report From date 07/01/2021 - Thru date: 07/31/2021
3. Report shows the terminated employee.
