Financial Aid FLUID Self Service: Aid Year not Available to View College Financing Plan When There are No Awards and Financial Aid Summary is Set to 'Do Not Show Link' (Doc ID 2854364.1)

When using the FLUID version of Financial Aid self service, students are not able to access an aid year for which they don't have yet awards, which will prevent the ability to view a College Financing Plan (CFP) that's been assigned for the aid year.

The issue specifically depends on whether the Financial Aid summary link is enabled in the Self Service setup options for the aid year. The issue occurs when the 'Summary Link' field is set to 'Do Not Show Link', but when it's set to one of the other values, then the behavior is as expected, with the student able to view the CFP, (even) when that is the only item currently accessible under the Awards group.

In Classic Self Service, the aid year is available to the student, and the link to the CFP displays within the aid year, regardless of the Financial Aid summary link status. FLUID should be working the same as Classic and not presenting a loss of functionality, in this regard. It's intended that students should be able to view a CFP with no awards, when that option is checked on in the CFP setup, under Setup SACR > Product Related > Financial Aid > College Financing Plan > Group Options. 

Whether the student has access to view Financial Aid Summary should not be impacting the ability to see the CFP, since the CFP page is part of the Awards group under the delivered Financial Aid FLUID SS Menu Navigation Collection, and Financial Aid summary is a completely separate page.

The issue can be reproduced at will with the following steps:

1. In Set Up SACR > Common Definitions > Self Service > Financial Aid > Self Service Options > Inquiry for the aid year, set the 'summary link' option to 'do not show'.
2. Set up a College Financing Plan group for the aid year, under Setup SACR > Product Related > Financial Aid > College Financing Plan.
3. Assign a student the CFP group on Financial Aid > View Packaging Status Summary > Packaging Status Summary. Pick a student with no posted awards on Financial Aid > Awards > Award Processing > Assign Awards to a Student > Student Aid Package.
4. As the student, sign into the application and the Student Homepage, and click on Financial Aid tile. Note the aid year used in the previous steps is not available in the selection; OR if the page opened on a different aid year, click the button to change aid years, and note the aid year used in the previous steps is not available.
