PAYGL01 Job is failing with **Error** Offset Liability account is blank (State WA, Locality , Tax Class AE).
We had few Employee long Term Care refund and Job is failing. LTC (Employee) Account is setup on Company State tax table

**Error** Offset Liability account is blank (State WA, Locality , Tax Class AE)
The issue can be reproduced with the following steps:
1. Add a paysheet (Payroll for North America>Payroll Processing USA>Update Paysheets>By Paysheet)
2. Process only a refund of the "LTC EE" for "WA" for the employee and confirm
3. Run PAYGL01 (Payroll for North America>Payroll Distribution>Prepare GL Information>Non Commitment Accounting Info)
4. Verify the output for PAYGL01 shows the error
