Symptoms

Using Oracle Enterprise Manager Cloud Control 13c R5 to discover application server and process scheduler targets. But they are showing as Down when they are in fact up and running.

Looking at the logs located at: <USER HOME DIRECTORY>/psft/emplugin/logs

psemmetrics.log on the Process Scheduler shows:
