Getting "Page Data is Inconsistant with Database (18.1)" Error in MSQL DB When Modifying A Contract With Attachments and Comments

Symptoms
After upgrading to Image 40 with DB MSSQL, customer is getting page data inconsistant error (as noted below) when modifying a contract that has attachments and comments.
Steps
1) Go to Procurement Contracts -> Add/Update Contracts
2) Create a General Contract with begin/end dates = 01/01/2022 and 12/31/2022.
Add max amount = 10000.
Added category Diagnostics. Saved the contract. Save. Stay on Page.
3) Click on Comments and add 2 attachments. Do NOT add comments. Save. Stay on page.
4) Click on Edit Comments - and for the first attachment, add comments. Click OK.
5) Click Save - get error
