DLOUT Creates .XML With <DIRECTLOANATTENDANCECOST> Tag Containing Decimals, When it Should not Include Decimals, Causing COD to Reject the File with Message 210, Invalid Schema

Symptoms
When running DLOUT, the SFA_COD_OUT step creates the file with the <DIRECTLOANATTENDANCECOST> Tag containing decimals, when decimals are not expected in that field, and will cause the file to reject with COD.
The issue can be reproduced with the following steps:
- Navigate to Financial Aid > File Management > COD Full Participant > Generate Direct Loan Data > Direct Loan Outbound
- Run the process with parameters Aid Year 2023 and new schema 5.0a.
- Click on Process Monitor, then once completed click the link for DLOUT, then the link for the SFA_COD_OUT step.
- Click link that says 'View Log/Trace', then click into the .xml or other data file in the file list.
- Search in the file for <DIRECTLOANATTENDANCECOST>, and note the values contain decimals.
Changes
The issue is seen after applying the Aid Year 2022-2023 Updates for COD patches <Patch 33353624> (9.2) or <Patch 33064963> (9.0). See <Note 2854076.1> if more detailed information is needed on the patches.
