E-WL: WebLogic Admin Console Shows 090979 Security Warning When Starting Server as Windows Service (Doc ID 2859627.1)

Symptoms

When starting the WLS Admin Server as windows service , following warning is shown in WLS Admin console after applying latest October 2021 PSU patch on 14.1.1.1 even though weblogic.management.password system property is not specified in any of the startup scripts.
