On : 9.2 version, Taxes
Customer states the Oregon Transit Tax will not accept negatives on a manual check
They need to have a negative Oregon Transit Tax Entry on manual check to balance check
STEPS

The issue can be reproduced at will with the following steps:
1. Make a manual entry or Oregon Transit Tax
2. Calc manual check
3. see the error created
