Symptoms

When creating a requisition with two lines, each line has a comment and the requisition has a header and ship to comments, copying line #1 to a PO, all comments got copied correctly, however when coping requisition line #2 to a different PO, requisition header comments are not getting copied, only line and ship to comments are copied.
