E-IB: Error "Your PeopleSoft connection has expired" When Providing Web Services (Doc ID 2861747.1)

Symptoms

When providing a web service using Provide Web Service wizard, it will spin for some time and at the end give the following error:


The issue can be reproduced at will with the following steps:
1. Login to PIA
2. Navigate to Provide Web Service
3. Provide a web service and observe the error
