Symptoms
When attempting to apply PUM 42 on PUM 40, the following error occurs on the DC32748922 step in Change assitant.
Steps to reproduce the issue:

The issue can be reproduced at will with the following steps:
1. Create a Change package from PUM 42 Environment
2. Using Change assistant apply the package to PUM 40 environment
(Multiple paygroups are processed in the same calendar group ID and PTD values were overridden before the new fields were introduced and the new fields are holding null values)
