Coverage Code Controls Not Working To Allow Addition of Dependent in Fluid Self Service When No Change In Coverage Level (Doc ID 2863619.1)

Symptoms

For some events the Event Rule is set to use Coverage Code Control with the Employee, Spouse, and Child set to allow the Same or More to be enrolled in the current plan. Employees should be able to add dependents to coverage. However, if the Coverage Level wouldn't change, the system prepares only that coverage level for the Plan Type but the tiles do not display in Fluid Benefit Enrollment so the employee cannot add any dependents.

Steps to reproduce the issue:

     1.
Set Coverage Code Controls to allow only changes to the Current Plan with the Same or More Employee, Spouse, and Child to be enrolled (Navigation: Set Up HCM > Product Related > Automated Benefits > Eligibility and Event Rules > Event Rules Table).
     2. Create a Life Event for employees already enrolled in the coverage level that could accommodate more dependents (Navigation: Employee Self Service > Benefits Details tile > Life Event s tile, Benefits Enrollment step).
     3. See that the Plan Type tile does not display on the Enrollment Summary page.
