'Cannot Post This Charge. (14816,85)' Error Occurs When Student Posting An Item Type or Calculating Tuition (Doc ID 2864439.1)

Posting an item type to a student account or calculating tuition for a student results in an error.  The error will occur when posting a credit item type (payment, or Financial Aid), or a charge item type, including a refund.

The issue can be reproduced at will with the following steps:

1. Navigate to Student Financials, Charges and Payments, Post Student Transaction;
2. Enter the emplid of the student, an Account Type and Item Type on the Add Search Page;
3. Enter $1.00 as the amount, and provide a Term value;
4. Click the Post button.
