SFP: A Plan Change Should Not Send A New Program Start Date In SAFI (Doc ID 2864490.1)

Symptoms

When an institution does a Plan change on a student's Career, Program, and Plan (CPP) the Program Start Date in the SAFI should not be updated. When the Program Start Date changes the Packaging Start Date in SFP is updated. This change is causing the Grade Levels for Direct Loans to be in correctly calculated and giving the student incorrect loan amounts per term.
