E-WF: Users Still Receive Approval Emails Even when 'Email User' is Unchecked in the User Profile (Doc ID 2865438.1)

Symptoms

Users still receive emails even with Email User unchecked in their user profile's Workflow page.

The issue can be reproduced at will with the following steps:


1. In User Profile's workflow tab, Email User is unchecked.

2. Create an approval request.

3. Check the approver's email inbox.

4. Observe the approver still received the approval email.
