E-CM: In CM12 PUM Images Delivered With PT 8.59.05 and Above Fails While Performing Step ‘Applying CA PRP’

Symptoms
On : CM 12 version, Image Provisioning
Provisioning a FSCM 9.2 PUM43 env through CM12 and all of the steps have gone success except the PRP step. It's failing at Applying CA PRP.
In prp_fail.txt, see the following error:

The issue can be reproduced at will with the following steps:
1. Use CM 12 env.
2. Provision any PUM image that was delivered on PT 8.59.05 and above for example FSCM 9.2 PUM Image42 or CS 9.2 PUM Image24
3. Check the provision status of the environment.
4. Notice that the failed step does not have option to retry the step.
