Symptoms
Trying to create a Questionnaire event in HR PUM 41 and it errors because it can't find the AGC Template QST0001.
The issue can be reproduced at will with the following steps:
1. Navigate to Enterprise components > Questionnaire framework > Questionnaire categories
2. Try to Fetch the Template QST0001, Enterprise components > Questionnaire framework > Manage Questionnaires > Create Questionnaire
3. Observe the error on screen
