E-ExcelToCI/CI: Getting "The digital signature has expired or is not yet valid." Warning when Digitally Signed Macros are Required

Symptoms
In cases in which company policy requires macros to be digitally signed, the warning below is seen when using the ExcelToCIxxx.xlsm spreadsheet.
Note: Even though the warning appears, ExcelTOCI continues to function as expected as long as the settings have been set up correctly.
Steps to replicate:

1. Open the RelLangMcro.xla macro file.
2. Press Alt-F11 to open the Visual Basic editor, and select > Tools > Digital Signature from the Excel menu.
3. Observe the warning message that the signature has expired.
