ETL9.2: Weekly Time Header Gets Updated Inconsistently When Modifying Time In Fluid Timesheet

Symptoms
When entering reported time on the Fluid Timesheet, the weekly time header at the top is inconsistently updating. The totals are not updated when new hours are entered until they are actually Submitted, but if you delete a row the totals update immediately.
The issue can be reproduced at will with the following steps:
1. Navigate to ESS homepage > Time > Enter Time
2. Enter some hours - note the weekly total is not updated.
3. Submit the hours - weekly total is now correct.
4. Delete one of the rows (WITHOUT submitting/saving), but notice the total is updated immediately.
