ISIR Load Search Match Will Match on any Name in PS_NAMES, not Just the Most Current

Goal
One or more ISIRs are found to have loaded based on a match on a name that is not a current name; meaning, the name exists on PS_NAMES, but on an older effective dated row, not the current row.
It can be verified that the current criteria for the query executed by search/match against PS_NAMES does not include an EFFDT criteria, so the observed results would be expected.
Some schools might consider an option to match on the current name to be ideal, as it would allow the suspension of the incoming ISIR record so that schools can evaluate if a correction should be made on the name data on the ISIR. Also, if Bio/Demo data is being updated during ISIR load, allowing a match on the older could cause a new row to be created with the old name data.
