Symptoms

On the Employee Self Service homepage, when clicking on the Announcements Tile with 'No Announcements is available', User ID: begins with: EMPTY_ROW is displayed on the Announcements page.

The issue can be reproduced at will with the following steps:
1. Employee Self Service> Click on Announcements Tile with 'No Announcements available',
2. Review the Announcements page.
