When Completing a Life Event, the Following Error Message Occurs: Message SecurityException: Activity Guide Instance 'EF_D3FF0037996' Does Not Exist (Doc ID 2867626.1)

Symptoms

When starting a Life Event, the Employee goes thru all the steps in the Life Event process. On the Summary Step when they click on the Complete Button the following error messages occur:

SecurityException: Activity Guide Instance 'EF_D3FF0037996' does not exist.
PTAI_ACTION_ITEMS.List.OnExecute Name:open PCPC:6188 Statement 90
Called from W3EB_LIFE_EVENT_FL.ActionItem.SummaryPostProcess. OnExecute


Click OK and the second error pops up
SecurityException: Exception Occurred: A new Activity Guide Instance cannot be created from the context data. (219,5000) PTPPB_PAGELET.DataSource.ActivityGuideDataSource.OnExecute Name:createAGException PCPC:141784 Statement:1968



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Employee Self Service> Benefits Details> Life Events
2. Start a Divorce Life Event
3. Go thru all the steps in the Life Event process
4. On the Summary Step click on the Complete Button
5. Errors occur
