E-CLOUD: Cloud Manager Self Update Environment Update Attribute Page Does Not Show AD Subnet (Doc ID 2867828.1)

When applying the self updates, user is not able to select a Subnet on the Attribute Page.

Replication steps

------------

1. Add a new VCN with subnet or add a new subnet to existing VCN.

2. Refresh OCI metadata from cloud manage settings.

3. Check the subnet list from environment tab or auto-update env attribute page.

4. VCN subnet changes is not shown.

NOTE: when test the same on CM 11, it works fine to pull in VCN subnet changes.
