GPSGP: SINDA Contribution Should Not Be Deducted For Dependent Pass Holder (Doc ID 2868539.1)

Symptoms

Per SINDA website, only Indians who are Citizens, PRs or EP holders are supposed to contribute to SINDA by default. But SINDA is getting deducted for Dependent pass holders which is incorrect.

The issue can be reproduced at will with the following steps:
1. Select a payee who is Indian and the citizenship status is Dependent
2. Navigate to Global Payroll & Absence Management > Absence and Payroll Processing > Calculate Absence and Payroll, Run the GPPDPRUN process
3. Navigate to Global Payroll & Absence Management > Absence and Payroll Processing > Review Absence and Payroll Info > Results by Calendar group, observe that the SINDA element is calculated for payee
