GPESP: Segmentation Trigger for IT Absence is not triggered on Day 21 (Doc ID 2870248.1)

Symptoms

The segmentation trigger RISK_CODE of change of percentage is not recording in PS_GP_SEG_TRGR, when an IT Absences is added for an employee with a duration longer than 20 days,

Steps to replicate the issue:
1. Add an Absence event of type IT longer than 20 days
Global Payroll & Absence Mgmt > Payee Data > Maintain Absences > Absence Event ESP > Absence Event Entry

2. Navigate to Global Payroll & Absence Mgmt > Absence and Payroll Processing > Prepare Payroll > Review Triggers > Segmentation
Notice that the segmentation trigger RISK_CODE is not being generated.

Changes

 This issue is occurring after applying PUM 38.
