An error is produced when accessing Application Engine Action Plugin.

Sample Replication:

1. Navigate to PeopleTools --> Application Engine --> AE Action Plugin

2. Enter the Program name e.g AEMINITEST

3. Hit Enter

4. Error "You are not Authorized to Access the Definition" is shown.
