Fluid ePro Requisition Header Attachment is Not Appearing If Comment is Blank. (Doc ID 2871299.1)

Symptoms

Fluid ePro Requisition Header Attachment is Not Appearing If Comment is Blank.
It is working fine for line comments. 


The issue can be reproduced at will with the following steps:

1. Go to Procurement Tile. Go to Create a Requisition tile
2. Select an Item and add to cart. Go to Cart and Checkout
3. Go to Add Header comments/Attachment and line comment attachment
4. Add Header comments/Attachment and line comment attachment
5. Submit requisition
6. Go to My Requisition
7. Edit Requisition and Checkout
8. Go to Header comments/Attachments
9. Clear up comments and keep the attachment file. Done
10. Go to line comments and attachments
11. Clear up comment. Keep attachment file. Done
12. Submit the requisition and go to My Requisition
13. Edit Requisition and Checkout
14. Go to Header comments/Attachments. No comments and Attachment file. Cancel.
15. Go to line comments/Attachment. No comments line, but attachment file still here.
16. Go to header comments and add a comment. Do not click to (+). Just add a comment without attachment. Done
17. Submit requisition
18. Go to My requisitions. Edit requisition and Checkout
19. Go to Header Comments/Attachments. Now, attachment file is appearing without comment. But new line is showing up with comment.
