E-ES: Strange Characters Being Displayed instead of Diacritics in Suggestion Search (Doc ID 2871682.1)

Symptoms

After a PeopleTools upgrade to 8.59, customers have noticed that the diacritics are being incorrectly  displayed  in the Search Suggestions of Global Search when the returned words were containing special characters, accents or umlaut such as é, à, è, ë, etc. 
In one scenario, after performing the below replication steps:

1. Login to PIA.
2. Select PeopleTools - Search Framework-Administration-Deploy/Delete Object.
3. Deploy PTPORTALREGISTRY.
4. Select PeopleTools - Search Framework-Search Administration-Schedule Search Index.
5. Index the data for the search definition PTPORTALREGISTRY.
6. Navigate to Global Search box and type the keyword ‘Zoekdefinities’.

The search suggestions displayed for ‘Zoekdefinities’ were containing ‘Zoekdefinities definiëren'  instead of  ‘Zoekdefinities definiëren'.

In another case, when searching in the Global Search box  for the keyword ‘Société’ the search suggestions were displaying 'SociÄ@tÄ@'.
