Fluid Life Events Are Not Creating a Benefits Administration Event

Symptoms
The Fluid Life Event does not initiate a Benefits Administration event to allow for benefit elections.
Steps to reproduce the issue:
1. Employee starts a Life Event (Navigation: Employee Self Service homepage > Benefit Details tile > Life Events).
2. Employee proceeds to the Benefits Enrollment step.
3. Employee clicks the Start My Enrollment button, but nothing happens.
