E-DPK: Midtier Fails With MS C++ Redistributable Package (x64) Path is Invalid (Doc ID 2874012.1)

Symptoms

When trying to deploy the Midtier PeopleTools DPK on Windows the puppet will not install and a path is invalid.



The issue can be reproduced at will with the following steps:
1. Run the deployment script as below, specifying the path where the DPK files are located:
psft-dpk-setup.bat --env_type midtier --deploy_only --deploy_type tools_home --dpk_src_dir <path>
2. Enter base directory
3. Observe error
