E-508: Focus Isn't Moved to Modal Dialog on Related Actions

Symptoms
When related actions are selected with "Enable Screen Reader Mode" enabled at login, the focus isn't starting with the first actionable item. The expectation is that the first focus should be taken to the first actionable item when the modal window opens
Steps to replicate:
1. Login using PS/PS with Screen Reader Mode Enabled
2. Select the Learning Center homepage dropdown
3. Select My Class Schedule tile
4. Select a course link from the Course column
5. Select the green drop-down arrow
6. Observe the focus is in the URL section of the page not on the modal
