E-PIA: Enter Key Does Not Behave The Same As PeopleTools 8.57

Symptoms
When enter an Item in a field and hitting Enter does not return the related display back on the page with PeopleTools 8.59
This works in PeopleTools 8.57
STEPS
-----------------------
1- Example: Records and Enrollment > Student Term Information > Term Activate a Student
2- Go to the External Study tab
3- Manually type something in Study Agreement then hit enter key. Nothing happens
4- In our case we type WVFC and hit enter and the expected behavior is to see "Unclassified Personal Waiver"
5- Tab out of the field the description of "Unclassified Personal Waiver" appears.
It is not just this page but appears to be on all pages under PeopleTools 8.59.
