ETL9.2: Quick-Fill Cannot Be Controlled By Selection On T&L Installation.

Symptoms
Quick-Fill cannot be controlled by selection on T&L Installation.
When the flag is not selected on TL Installation, its shouldn't be displayed on Enter Time page.
STEPS
-----------------------
1. Setup HCM > Install > Product Specific > Time and Labor Installation. De-select "Use Quick-Fill for Time Detail" flag.
2. Team Time tile > Enter Time. Employee applies the schedule.
3. Quick-Fill appears when it shouldn't due the selection on T&L Installation.
4. Click on the icon. The sub page TL_TIME_DETAIL_SCF shows "Time Details" when it should be "Quick-Fill - Details"
