When Job transactions or Date of Death is entered for employees, COBRA triggers are created.  Even if the COBRA Events that are triggered are too far in the past to be Qualified under COBRA Rules, the system will still evaluate the Events to make that determination. This may cause the COBRA process to fail with the following error: 

Steps to reproduce the issue:

     1. Enter Job transaction retroactively for employee (Navigation: Workforce Administration> Job Information > Job Data).
     2. Run the COBRA Qualifying process (Navigation: Benefits > Administer COBRA Benefits > Manage Automated Participation > Qualify Event/Proc Enrollment).
     3. Check the process log.
