EEX 9.2: EX_DATA_LOAD AE Program Abends at Step EX_LOAD_VISA.BLDLVL3.InsStg6 With Error Code 1843 Not a Valid Month

Symptoms
The Credit Card Upload process (EX_DATA_LOAD AE Program) abends at Step EX_LOAD_VISA.BLDLVL3.InsStg6 (SQL) while trying to process a Visa credit card file into PeopleSoft My Wallet functionality. The program abends with an Oracle Error Code ORA-01843, stating that the date value contained within the file may not be a valid month.
REPLICATION STEPS:
1.- Obtain the Visa Credit Card Flat File from the Supplier, and place it into the Temp folder for processing
2.- Log into the FSCM Online Application as an Expenses User
3.- Navigate to: Travel and Expenses > Corporate Credit Cards > Load External Data Sources
4.- Create a new Run Control ID
5.- Define all needed criteria, select Visa as Data Source, and point to the folder with the file name
6.- Click on Run button
7.- Select the EX_DATA_LOAD AE Program
8.- Click on OK button
9.- Navigate to: PeopleTools > Process Scheduler > Process Monitor
10.- Check the Process Instance of EX_DATA_LOAD AE Program, and confirm it has ended in No Success, with an Error Message
