Symptoms

When attempting to run Pell origination, FAPPLBL0, the following error occurs, as shown in the log file:

The issue can be reproduced at will with the following steps:

1. Navigate to Financial Aid >Pell Payment >Originate Pell Payment and run the process.
2. Click link to Process Monitor and refresh until process ends in Error status. 
3. Click details link for the process instance, then the link that says 'View Log/Trace', then the link to the .log file in the file list, and note the error messages. 

Changes

The issue usually occurs after applying an application fix that delivers a new version of the fapplbl0.cbl or fapplbl0.dms. For example, the most recent reported instance occurred after applying <Bug 33354358>-2022-2023 Aid Year Updates for COD PELL, part of the larger parent patch and <Bug 33353624>-2022-2023 AID YEAR COD UPDATE: COMMON COD OBJECTS, which delivered new versions of both programs.
