EGL 9.2: GL Journal To Adjust A Commitment Control Ledger Can Be Deleted After Budget Period Has Been Closed Without Proper Warning Message (Doc ID 2878102.1)

Symptoms

A GL journal to adjust a commitment control ledger can be deleted from the online journal lines page for a budget period that has been closed - without a proper warning message being generated.

A warning message needs to be generated so that the advanced user who can enter such journals to adjust a commitment control ledger, can be warned before choosing to delete such a journal for a closed budget period.


Steps:

1.CC_ORG, Budget Period Status tab
    Budget Period Status
           2020 Open
           2021 Open
           2022 Open

2.CC_ORG

Budget Attribute
>> There are no Budget Attributes for CC_ORG

Control Chartfield
>> Not Overridden at Control Chartfield Level

Budget Period
>> Reflects 2020, 2021 and 2022 as all “Open”

Budget Definition Default
>> Open

3.Review budgets overview for Budget Period 2020

  Budget 1,000,000
  Expense            0
  Enc             8,571
  Pre-Enc             0
         --------------
  Available  991,429

4.Enter a gl journal to adjust LEDGER_KK by booking directly to Ledger Group CC_ORG, Ledger CC_ORG_EXP, to Budget Period 2020, for $1000.
   Run journal edit which triggers budget checking, resulting in journal status V, budget status V.

5.Review budgets overview for Budget Period 2020, see increase in Enc balance below.

6.Go to the budget definition and manually close the budget period 2020 on the Budget Period Status tab. Click Save.

7.Enter another gl journal to adjust LEDGER_KK by booking directly to Ledger Group CC_ORG, Ledger CC_ORG_EXP, to Budget Period 2020, for $1000.
   Run journal edit which triggers budget checking, journal status V, budget status E.
   Get budget exception, "Budget is Closed".

8.Return to previous journal to budget period 2020 with journal status V, budget status V - even though budget period 2020 is closed, can still Delete the gl journal
   Get message, "Journal ######## is physically deleted".

9.Review budgets overview for Budget Period 2020, see that Encumbrance is restored to before gl journal to adjust LEDGER_KK was budget checked

Result: See that Encumbrance is restored, even though the budget period is closed. Thus, closing a budget period on the budget definition does not prevent delete of gl journal to adjust LEDGER_KK for the closed period.
