When attempting to update an address record, the following error displays on the page after attempting to save the change:

This error is found to occur in situations where there is no preferred phone record indicated. In the database, this is represented on the PERSONAL_PHONE Record and PREF_PHONE_FLAG field. This same error message is referenced in <Note 2471992.1>, and as indicated in that note, a fix was delivered <Bug 28238727>. 

Did the fix for this bug remove the requirement to have a preferred phone selected such that there is always an existing PERSONAL_PHONE Record with PREF_PHONE_FLAG = 'Y'.?
