E-IB: Getting "XML parser error CreateXmlDoc Fatal Error: at file..." Parser Error Processing a Punchout Response on PT 8.59 (Doc ID 2880784.1)

Symptoms

After upgrading to PeopleTools (PT) 8.59.09 from 8.58.13, the following error is seen in the Integration Broker (IB) Message Monitor when processing the Punchout response message from a third party vendor.
 



Steps to replicate:

1. Set up a PT 8.59 environment.
2. Perform the steps needed to set up the integration with this vendor, and trigger the Punchout message.
3. Observe the errors above in the IB Message Monitor.
